1. Why Study in Germany? The €0 Tuition Model Explained
Germany stands out as one of the very few global powerhouses where public higher education is substantially funded by the government. In 15 out of 16 German federal states, public universities charge zero tuition fees to all students, regardless of whether they are German, European Union citizens, or international students from India.
The only state that currently charges tuition for non-EU students at public universities is Baden-Württemberg (which charges €1,500 per semester at universities like Stuttgart and Freiburg). However, in the remaining 15 federal states (including Bavaria, North Rhine-Westphalia, Berlin, and Hesse), education at state universities remains 100% tuition-free.

What is the “Semester Contribution” (Semesterbeitrag)?
While tuition is €0, all students pay a nominal administrative fee called the Semesterbeitrag (€150 to €350 every 6 months). This contribution covers student union services, cafeteria subsidies, and in most federal states, an all-inclusive Semesterticket providing unlimited public transit on regional trains, buses, and trams.
2. Public vs. Private Universities in Germany: Detailed Comparison

4. Eligibility Requirements & The 13th Year Education Rule
One of the most frequent areas of confusion for Indian students is the difference between Indian and German school systems. Germany follows a 13-year schooling system (Abitur), whereas India follows a 10+2 (12-year) system.
For Bachelor’s Degree Applicants
Indian students with 12 years of schooling have three recognized routes to enter a German Bachelor’s program:
- Route 1 (Studienkolleg): Attend a 1-year preparatory foundation course in Germany and pass the Feststellungsprüfung (FSP) assessment exam. Requires German language level B1/B2.
- Route 2 (1-Year Indian Bachelor’s): Complete 1 full year (2 semesters) of a recognized Bachelor’s degree in India at an H+ university (per Anabin database) with good grades.
- Route 3 (JEE Advanced Qualification): Students who have cleared the IIT JEE Advanced examination qualify for direct entry into scientific/technical Bachelor’s programs without Studienkolleg.
For Master’s Degree Applicants
Students holding a 4-year Indian Bachelor’s degree (B.Tech, B.E., B.S., B.Pharm) from a recognized (H+) Indian university are directly eligible for Master’s admissions. Students with a 3-year Bachelor’s degree (B.Sc, BCA, B.Com) may be accepted by certain universities or may need to complete bridge credits or a 1-year Master’s in India first.
5. The Mandatory APS Certificate (Akademische Prüfstelle)
Effective November 1, 2022, the German Federal Foreign Office and the German Embassy in New Delhi made the APS Certificate mandatory for all Indian students applying for a German student visa.
The APS verifies the authenticity of your Indian educational documents (10th, 12th, Bachelor’s degree, transcripts) and checks whether your Indian university is recognized on the German Anabin database.
- Application Fee: ₹18,000 (one-time non-refundable fee paid directly to the German Embassy New Delhi).
- Verification Process: Verification is conducted digitally via DigiLocker and direct university registrar checks.
- Processing Time: Typically 3 to 6 weeks. It is critical to apply for APS at least 3 months before your university deadlines.

6. Financial Requirement: The 2026 Blocked Account (€11,904)
To obtain a German National Student Visa (Subtype D), every international student must demonstrate sufficient financial resources to cover their first year of living expenses. This is proven through a Blocked Account (Sperrkonto).
For the 2025/2026 academic calendar, the statutory minimum deposit is €11,904. Once you land in Germany and register your address (Anmeldung), the bank unblocks the funds and disburses €992 every month into your German current account to cover rent, food, and living expenses.
- Approved Providers: Coracle, Expatrio, and Fintiba are the three most trusted and German Embassy-recognized providers.
- Health Insurance Package: All providers offer student health insurance packages (Public insurance like TK or Barmer + incoming travel insurance).

8. Part-Time Work Rights & 18-Month Post-Study Work Visa
Germany provides exceptional post-study employment pathways due to its acute shortage of skilled engineers, data specialists, and medical professionals.
Part-Time Student Work Rules
- 120 Full Days or 240 Half Days: International students can legally work 120 full days (shifts over 4 hours) or 240 half days per calendar year.
- Academic Student Assistant (HiWi): On-campus university research assistant jobs do not count toward your 120-day limit!
- Working Student (Werkstudent): Highly popular for Master’s students. Work up to 20 hours/week during semesters in German tech or engineering firms with salaries between €14–€22 per hour.
18-Month Job Seeker Visa & EU Blue Card
Upon completing your degree, you are entitled to an 18-month Job Seeker Visa (Aufenthaltserlaubnis zur Arbeitsplatzsuche) to find employment relevant to your qualification. Once you secure a contract meeting the minimum salary threshold, you can transition directly into an EU Blue Card, granting you and your spouse full European work rights and a fast track to German permanent residency in just 21 to 27 months.
